The M27 carries around 90,000 vehicles per day, but is significantly under-served by places to rest, refresh, and refuel – particularly for HGVs accessing the south coast ports.
Welcome Break is proposing to develop a new Motorway Service Area (MSA) to serve the safety and welfare needs of motorists travelling along the M27 and the connecting trunk road networks, referred to as the Strategic Road Network (SRN).
Our proposal directly responds to the need for new and improved roadside services within this area to reduce the distances between existing services on the SRN. The maximum recommended safe distances between service areas on motorways currently stands at 28 miles for cars and, in certain circumstances, 14 miles for HGVs. On other parts of the SRN, i.e. non-motorway trunk roads, the maximum distance should be the equivalent of 30 minutes driving time.
There are a number of gaps in between services that exceed these maximum spacings on and around the M27 and the adjoining SRN, including circa 90 miles from Rownhams MSA on the M27 to the eastern end of the A27 trunk road as well as a 32-mile gap between Winchester MSA on the M3 and the eastern end on the M27.
In addition, there is a lack of adequate HGV parking provision and open-access EV charging infrastructure on this part of the SRN.
We have designed an MSA for the future, with sustainability at its core. That includes provision for more than 50 EV (Electric Vehicle) charging spaces, comprising 30 EV charging spaces available on day one. Our design also features green spaces for drivers to enjoy on their visit, providing extensive new habitats for wildlife, with large parts of the eastern and western ends of the site committed to improving biodiversity.
The project will be delivered and operated by Welcome Break, one of the UK’s leading motorway service operators, running 59 service areas and 31 hotels up and down the country. With 24-hour fuel courts, EV charging, and world-class food and retail brands, we welcome over 85 million customers every year.
The MSA represents a £50 million investment in the region and would result in significant job creation, both during construction and operational phases of the development. Once built, we expect more than 250 new full-time equivalent jobs to be created.
Our commitment to motorists
- Welcome Break Fareham MSA will provide a calming experience for motorists, with green spaces for relaxing and walking.
- We will provide motorists with a range of quality dining options, shops, toilets, and a place to freshen up, stretch their legs and relax.
- Approximately 500 car parking spaces will be provided, with an initial 30 being high powered EV charging points. The number of EV charging points will increase with demand.
- A drive-thru coffee shop will serve motorists who may not need to use the amenity building.
Our commitment to HGV drivers
- We will provide 53 HGV parking spaces, 20 of which will have the capacity to be turned into EV spaces when demand increases. Our amenity building will specifically cater for HGV drivers and include showers and other relevant facilities. We will also provide a dedicated HGV fuelling station as well as the necessary security features so HGV drivers can relax during their stop.
Our commitment to the community
- Significant numbers of jobs will be created locally, ranging from management positions to customer service operatives. We encourage applications from local communities where possible.
- There will be no material environmental effects arising from the proposal on local communities, including in relation to noise, air quality or light emissions.
- Safety and security are at the heart of what we do, with 24-hour monitoring of the secure perimeter fences to ensure there will be no illegal access.

This includes a soft landscaping scheme on the embankments that surround our parking facilities and buildings, creating a green space that will boost the well-being of our motorists.

- Energy-efficient LEDs will save energy, we will only use paints with lower amounts of volatile organic chemicals, and Smart Meters will monitor and reduce energy usage. Dyson Low Energy Dryers will be used, which use only a sixth of the energy of conventional hand dryers.
- Efficient recycling systems will be used to ensure we recycle responsibly, and we are committed to reduce waste, along with our partner brands.
- All food waste will be removed from the site and managed through anaerobic digestion which will create green energy and biofertiliser. Food waste will not be sent to landfill.
